Problem

Pavement, traffic and location data are usually managed in unrelated systems, creating duplicated and inconsistent data. They use different referencing systems, making it difficult to understand the relationships between pavement attributes and street locations and networks.

Solution

An enterprise GIS linked to a PMS is an efficient means to query data and display trends and patterns to track pavement condition, and allocate funds effectively. It can integrate diverse data (e.g. existing conditions, accident histories, economic needs, hazardous materials shipment and vehicle volumes) with accurate locations.

Pavement management decisions need to integrate diverse spatially referenced data, including condition surveys, pavement width, number of lanes, construction history, skid resistance measurements, traffic counts, bridge conditions, sign inventories, and construction and maintenance records. These data are usually unrelated to each other, duplicative, and inconsistent. Understanding the relationships between these pavement attributes and the street locations and networks is further complicated because they use different referencing systems such as milepost, reference post, state plane, or latitude / longitude.

Identify problem pavement areas in real time

Investing in a GIS pavement management system will pay for itself many times over through reduced repair costs, optimized maintenance schedules, and interagency coordination (e.g. making sure that newly paved roads are not immediately torn up by sewer or cable maintenance crews). But for a PMS to maximize impact and yield the highest return on investment, the system must be easily accessible and understandable to all users including maintenance crews, and departmental staff: Planning, Public Works, Transportation and Finance.

GIS-PMS for Asset Management and Compliance

The GIS-PMS serves as a sophisticated asset management system. Traditional asset management systems are not suited to handle geographic assets, which have been managed alphabetically or in arbitrary groups. But geographic assets such as pavement networks and utilities are best managed by a system that relates assets through maps.

A GIS-based PMS also provides for easier compliance with recent accounting rules that require government entities to present a set of financial statements with a "net asset" focus. Long-term fixed assets such as pavement assets were previously expensed and not capitalized on balance sheets. The GIS-PMS allows the agency to not be required to depreciate pavement assets. Depreciation is required if proper maintenance activity cannot be demonstrated.
