Challenge

The City and County of San Francisco Department of Public Works Bureau of Engineering (BOE) collects, maintains, and analyzes data on over 300 structures, including pedestrian over-crossing, roadway structures and bridges.

The City’s engineering data are distributed across multiple systems that are housed in several locations and administered by many individuals. Engineering infrastructure spatial data are managed using Oracle Spatial and Munsys. In contrast, attribute data are maintained in a SQL Server database. Related information, such as photographs and documents, are simply stored on the file system of a server. This makes it difficult to reliably query and visualize necessary asset information.

Solution

Farallon was asked to develop a Bridge Preventative Maintenance Program (BPMP) web application to allow City staff, across departments, to view and query bridge inspection reports, field-verify noted deficiencies, and develop accurate cost estimates for the repairs and maintenance of deficiencies.

The new GIS-based web application incorporates a geo-browser, which allows users to view all bridges within the BPMP and generate reports by identifying features on a map. Information that may be uploaded includes photographs, reports, prioritization of repairs and cost estimates for each bridge structures.

The pilot application was developed using Microsoft’s ASP.NET deployed as a modular set of web services, XML, and AJAX components. Geospatial analysis used existing City resources including Oracle Spatial, Munsys, and Autodesk Map and MapGuide. Microsoft Virtual Earth was used to ensure the application delivers scalable and rapid map rendering capabilities.
